Fred Brown was born in Maryland in 1890. He reached the fourth or seventh grade at the age of fourteen and was a sailor prior to enlistment in the U.S. Army. He enlisted in Washington, D.C. on February 19, 1915. His sentenced was reduced to 30 years.
